NMPRA EF-1 Rules committee

I am writing this to let everyone know that I have removed myself as the chair of NMPRA rules committee governing EF-1.

I am very pleased to announce that Jim Nikodem has volunteered to be my replacement as the chairman. The committee recently revised the rules. Please look at the most recent revision of the rules. The changes are minor and represent what I call a "CLEAN UP". They corrected a typo and added clarity to an existing rule.
